ERROR_ZERO_CAPTCHA_FILESIZE problem with sending captcha

This is the error I keep getting when I am trying to pass my screenshot in Base64 to my captcha solving service. The captcha solving service is recognized by open bullet when I am using the 2captchacustom api option because I see my balance perfectly okay.
The explanation of the error according to websites is that the image is under a hundred bytes. However the attached image here of the captcha I'm trying to send is clearly more than 100 bytes.
By the way, I got this image from the screenshot folder in open bullet, when I let the element action block take a normal screenshot so it isn't like openbullet is having problems itself with taking screenshots normally or in Base64. I'm also running Avast antivirus software at the same time so maybe that is interfering with it instead. Have no idea, let me know what you guys think, thanks.

I suggest that you maybe use the normal 2captcha option in the dropdown and edit your hosts file, see if that works, because normal 2captcha and custom 2captcha use 2 different methods to send images.

I should mention that I'm using Capmonster cloud which is setup exactly the same as Capmonster licensed with Openbullet. There is no difference between setting up the licensed software from the cloud version. So my host file is set up the same way it is recommended for using Capmonster licensed:
